With characteristic understatement, Majority Leader Bob Dole described the prevailing attitude of the Senate towards tax reform, at a meeting of the National Governors' Association in Washington the end of February.

Nevertheless, the Finance Committee is continuing to gear up for a markup of the tax reform bill.
