The urbanization stands for: the arrangement of settlements and the creation of equal opportunities, stimulating development and economic growth, increasing the level of access as well as creating compact settlements, increasing the productivity and efficiency of settlements and so on. During the process of urbanization of the space, the acquired right of the other person should not be endangered, as well as the basic human rights in accordance with the European convention, including: the right to a healthy life, the right of access, greenery, adequate infrastructure, etc.
An important predisposition for healthy urbanization is the geotechnical aspect of the terrain. Unfortunately, few take this into account from the beginning. Most often, the geotechnical aspect is eliminated as irrelevant, although this element is the basis for all further processes for urbanization of the space and development of settlements.
According to the research, large areas are urbanized in the Municipality of Resen. Neither one of the urban planning documentation contains geomechanical characteristics of the terrain, although it is a legal obligation. In the last 10 years, a total of 90.0 ha area has been urbanized and tens of hectares are still in the process of urbanization. However, none of the urban-planning documentation presents or describes the geomechanical characteristics. This situation prevails not only in this small town, but also in larger cities where areas are urbanized without analyzing the terrain from a geotechnical point of view.
Not only in urbanization, but also in the construction of buildings, the geomechanical properties of the terrain are not taken into account. Although, according to the Rulebook on the content of the projects, each Basic project should contain a geomechanical report, the Local governments neither know about it, nor have records how many Basic projects reached contain an Elaborate from performed geotechnical examinations and research for the object.
Also, the Body that controls and gives an opinion on the project’s degree of mechanical resistance, stability and seismic protection, declares itself without submitting an Elaborate of performed geotechnical examinations and research for the object with according geomechanical parameters for the terrain where a new facility or the existing one will be reconstructed.
