'As decommissioning has risen up the agenda for both Governments and oil and gas operators, the countries of Southeast Asia have adopted differing frameworks for the planning, permitting and execution of the decommissioning process. This paper presents a review of the frameworks adopted by a number of the key oil and gas countries in the region by reference to the legislative and guidance instruments to which they are signatories or have introduced, and the authors’ experience of working with Governments and oil and gas operators. The paper illustrates that countries such as Thailand, Malaysia and Brunei Darussalam are actively developing legislative and guidance frameworks with broadly common requirements, and identifies that opportunities exist for increased information sharing and capability building within and between countries in the region, to further encourage consistent, cost and time efficient outcomes.
