Oil offloading buoys are more commonly used in deep water as an export terminal to offload oil from the production/storage floating facility to an export tanker. This well-known concept is used along with the spread moored Floating Production Storage and Offloading / Floating Storage and Offloading units in benign environmental conditions like West Africa and Offshore Brazil. In this paper we shall discuss the step by step approach to design an oil offloading buoy based on oil offloading export requirements and also from the design experiences/challenges from existing oil export systems projects. This paper also discusses buoy hull sizing, buoy hull scantling calculation, weight estimation, stability and mooring system design aspects. Also, limitations of various components of the oil offloading buoy system on technical and cost front will be discussed. This paper provides a simple approach to design an oil offloading buoy with minimal design input data which is every effective at the pre-FEED/FEED stages of the projects.
