There are four interrelated issues concerning the handling and use of chemicals in the pipeline environments that will be reviewed in this chapter.
Developing a corporate safety attitude to reduce and perhaps eliminate injuries, accidents, and releases of toxic chemicals has been ongoing for many years. The author of this book recalls a “Life Is Fragile—Handle With Care” program practiced at the laboratories and production plants of the Dow Chemical Company in the 1970s. This program was partially premised on the idea of a safety pyramid (Fig. 8.1), with the goal of eliminating the root causes of injuries and accidents by eliminating the unsafe acts themselves.
