The publishing of the UK Government's "Petroleum Bill" has generated much interest and controversy in the subject of Removal and Abandonment of offshore installations; it is therefore particularly timely to review all the influences that may affect the situation and update the position for 1987.

It has now become apparent that there are many bodies, governments and other factors that may generate an impact on Removal and Abandonment and this paper starts with a brief outline of the situation in 1986. The paper concentrates on the UK sector but all the various influencing factors are equally relevant to the whole of the North Sea.
