Probabilistic risk assessment and production availability studies are being applied extensively to offshore development projects. The associated need for reliability data has led eight major oil companies to co-operate in the development of the OREDA Handbook - an offshore reliability data reference published in 1985.

1. Introduction

Safety, reliability and availability of offshore drilling and production platforms are of considerable concern to the oil industry. Analyses are applied to an increasing extent as a means of providing a basis for decision making where risk and reliability are important properties. Despite the considerable interest in risk and reliability engineering studies for offshore systems, no authenticated source of failure information exists for offshore installations. In previous studies it was necessary to resort to generic data from onshore petroleum plants and data from other industries.

A number of offshore platforms have now been in operation in Europe for a significant length of time, and the OREDA Handbook project - Offshore REliability DAta, was established to compile a comprehensive basis of reliability information from failure and repair records already existing in company files.

The offshore operators participating in the OREDA Project have responded to this situation by agreeing to collect, analyse and merge reliability information presented in the OREDA Handbook.

2. The OREDA Project

In 1980, a research team was established under the sponsorship of the Safety Offshore programmes and began a study to determine the feasibility of establishing a base of reliability data from the maintenance records of the companies involved in offshore operations, specifically exploration, drilling, and production in the Norwegian Sector of the North Sea.
