The United States Environmental Protection Agency (EPA) is considering whether to expand the Emergency Planning and Community Right-to-Know Act of 1986 Section 313, the Toxics Release Inventory, to include the oil and gas exploration and production (E&P) industry. EPA has indicated that an Advanced Notice of Proposed Rulemaking on expansion of the TRI program to the E&P industry may be published by mid-1997. Expansion of the TRI program to the E&P industry would be expected to create an extensive administrative burden and other associated costs. The Interstate Oil and Gas Compact Commission recently completed a report on the existing reporting requirements for the oil and gas E&P industry. The IOGCC makes it clear that the information currently being reported for state and federal regulatory programs provides adequate public information regarding E&P operations.
