This paper describes the technical basis for the Shelter In Place concept and its applicability to emergency planning in a populated sour gas production area, including:

  • A general description of the operating area and emergency planning considerations, including road maps overlain with adjacent population and field' facility information;

  • Worst case scenario selection, including gas release rates, exit gas velocity and wind velocity;

  • Gas dispersion modeling, including transient and steady-state results and timing;

  • Air infiltration testing of buildings, including a description of the ASTM test method utilized and test results of local businesses and residences.

  • Resulting safe time calculations, including internal H2S concentration versus time plots.

The paper also presents some case studies where shelter in place was effective in saving lives and other examples where lives were lost from failure to shelter in place.
