SEMS II (DOI 2011) is the informal name given to the proposed new safety management rule from the Bureau of Safety and Environmental Enforcement (BSEE). It applies to deepwater operations on the Outer Continental Shelf (OCS) of the United States. The rule "proposes to amend … regulations to require operators to develop and implement additional provisions in their … SEMS programs".
