Each country presents its own set of challenges when a health care programme is to be developed. It may include malaria in Africa, snakes and insects in Myanmar, rabies or gun shot wounds in the outback of Colombia, sexually transmitted diseases in Thailand, or the health hazards of poor hygiene anywhere. What I wish to do today is to outline the development of a health care programme required in a developing country through the various phases of exploration work, to hopefully the final long awaited production of oil and gas in a sophisticated modem plant.
