Abstract

That generation of waste is a daily occurrence in all human activities cannot be challenged, however that cannot be said of effective management of such waste. With increasing global concern on environmental management, there are increasing challenges to waste management in the industry. Stringent regulatory measures are being put in place to ensure that waste generated during industrial and domestic activities are effectively managed and accounted for. The first line of actions in waste management is the identification, characterisation and the quantification of waste generated and disposed. How well is the waste quantified? How effectively is it tracked? How accessible are waste information? These and many more are the issues the Waste Management System Software(WMSS) is designed to address.

Introduction

Shell Petroleum Development Company(SPDC) operations in the Niger Deltacovers about 31500 Sq Km and this comprises of facilities, including welllocations, flowlines production flow stations, platforms, Oil Terminals, Drilling Rigs and Seismic Crews. By the nature of these activities, various types of waste streams are generated. These range from domestic waste, which are non-hazardous to industrial wastes that could have both hazardous and non-hazardous components, effluents at drilling and production sites. In recognition of this fact, SPDC has developed a waste management procedure that aims at progressively reducing the waste generated in its operations, and eliminate those with harmful effects. Waste data management is a significant aspect of environmental management system and in line with the company'senvironmental commitment and objective of contributing to sustainable development, the need to have a firm grip on quality information became critical in order to take prompt management decisions concerning environmental performance. Prior to this time, it was realised that the accessibility and quality of data was not good enough. Inventorisation of waste had earlier commenced in 1992 with the classification of waste into the different categories based on the state, constituent and source of generation. In addition, standard units were attached to the different waste streams. In 1994, waste tracking system was introduced with a view to ensure that waste leaving all SPDC facilities are disposed of at designated facilities as approved by SPDC supervisor. This was done with the use of the Waste Consignment Note.

The need for a single electronic software to handle both the waste inventory and tracking was identified and this led to the development of the WMSS.
