ABSTRACT
Since 1979, the Department of the Interior and Congress have considered changes in oil and gas leasing. Over this period there were changes in emphasis between program goals. In pursuit of these goals many leasing methodologies have been explored. This presentation elucidates each technique within the context of those goals and elaborate on the decision process of weighing the conflicting factors involved.
