Abstract
Offshore oil and gas exploration and production activities are the major source of hazards. Major accidents such as the sinking of Alexander L Kielland in the Norwegian sector, the explosion on Piper Alpha on the UK continental shelf and the Deepwater Horizon blowout and explosion in the Gulf of Mexico played crucial role in the evolution of the goal-setting offshore safety legislation in Europe. The evolution of the safety regulations had to evolve towards goal-setting (or risk based, or functional) regime instead of prescriptive legislation system as the result of major accidents aftermath. Many countries decided not to wait for any disasters and proactively have started establishing the goal-setting safety regime. Hence, the need and importance of developing a modern offshore safety regime in Kazakhstan was stressed by the President of the Republic of Kazakhstan. This paper suggests ways to improve offshore safety regime in Kazakhstan Sector of Caspian Sea.
