ABSTRACT
This paper describes the formulation of the European Community, how it works and the inpact on Procurement and Services in the Hydrocarbon Sector.
Procurenent activities and Contracting in the Upstrean business of companies involved in the exploitation and extraction of Hydrocarbons in the European Arena will be impacted by the introduction of regulatory controls inposed by three Directives entitled the "Utilities":

Planning for Projects, Purchasing Policies, Qualification of Bidders, issue of notices and statistics. Increase in Manpower and associated costs.

Intra Group Services, Partnering Agreements, Standards, Qualification, Central Product Classification, Buying from Third Countries.

Remedies
Setting Aside, Dissuasive Payments, Suspension, Conciliation, Attestation.
All the above will determine changes to policies and procedures for evaluating and budgeting for Projects and Operational activities.
