Management systems depend upon accurate measures of outcomes in order to pursue continuous improvement. Work-related illnesses are defects or noncompliances in an occupational safety and health management system. The ascertainment of these incidents is very difficult due to the characteristics of illness. This paper describes the development of an indicator for "exposure incidents" that serves as a leading indicator for the risk of work-related illness.
