The attacks on the French crude carrier Limberg in 2002 and the recent attempted attack on offshore production platforms off the coast of Iraq indicate that terrorists are willing to use explosive laden watercraft to attack oil and gas assets. This paper presents a numerical based analytical method to predict the response of LNG shipping related targets to such an attack. A hypothetical attack against an offshore production platform leg is used to illustrate the use of the methodology. Understanding the vulnerability of these targets will allow security personnel to provide more meaningful countermeasures by providing quantifiable and cost effective risk mitigation measures. The numerical methodology presented in this paper can quickly provide reasonable estimates of local damage, and their effect on the overall stability of the global structural system under various charge-standoff combinations. The proposed blast loading and structural response approaches are rooted in prediction tools that are well established in the blast effects community.
