A simplified assessment of vessel stability is considered utilizing on-board measurement. Application to unregulated or less regulated pleasure craft and smaller passenger vessels in developing countries is of specific concern as a result of continuing accidents. Past proposals are considered and stability theory is evaluated to identify those aspects which allow for greater simplicity for arriving at an approximate measure of stability. A description of the procedure for applying a simplified test is provided. Examples are given. Application should serve to increase safety for these vessel categories.
