The substance of this paper is the description of the measurement parameters of the I.O.R. Rule in the course of which the effort is made to cover their derivation and to indicate the reasons for the taking the measurements called for under the Rule. In the course of this review, suggestions are made in regard to the background of the rule, primarily in relation to the earlier C.C.A. Rule. The conclusion touches briefly on future possibilities.
