This paper presents the potential of a multi-user platform (DECORUM) developed with the aim of supporting the integrated management of construction works and the compliance with technical standards and environmental criteria, boosting the use of recycled materials. The platform is addressed to all the actors involved in the various phases of public works and contains technical standards, environmental law and standard abases, technical specifications for public tenders, interactive catalogs of building materials and product accompanied with technical specifications and environmental declarations, an interactive maps for the geolocation of treatment plants, producers and construction sites, a marketplace to facilitate the management and the use of recycled products. The platform is a valuable instrument to facilitate the full application of Green Public Procurement (GPP) and the compliance with technical and environmental criteria as recently defined for buildings and for road being defined. This will boost a real market for artificial and recycled aggregates of certified and guaranteed quality. The platform will be a valuable tool for empowering public work contractors to reduce the environmental impacts, to promote the conscious and transparent use of recycled products, while rationalizing the use of natural resources.
