The approval of Energy Reform in Mexico in 2013 opened the energy sector to private competition, creating an attractive market for the main international oil & gas companies.

On 2020, DG and Italfluid had the chance to offer their services to the Mexican oil company HOKCHI ENERGY, a subsidiary of the Argentinian Panamerican Energy, sharing their strengths (DG - the knowledge of the Mexican context, providing services since 2018, and Italfluid - the specialization in the Early production facilities- EPF ) in order to propose an EPF solution.

The EPF has been tailored to meet client requirements of modularization (to reduce erection cost, interface problems and minimize commissioning and start up) and the strict Mexican Standards of CNH ( "Commision national de hydrocarburos") , which require sophisticated items to enable and control the fiscal measurement of the production.

DG - ITF therefore proposed a system, which is composed basically by a two phase separator, that works as a slug catcher, upstream a three phase separators.

As an addition to the conventional supply of an EPF, meant to separate, measure, commingle and deliver a multiphase fluid into the client facility, the EPF is equipped as a fiscal metering system. In order to satisfy the conditions of custody transfer, the EPF incorporates a flow computer and a data management & control system that take the measurements and collect the data along the facility, transmitting the registered information in real time.

The article is aimed to present DG and Italfluid experience in the Mexican context, especially with the legislation for the custody transfer, and the integration with local partner and Client. In fact, this turned out to be a completely new subject for both companies, which involved a great effort to manage the requirements with the local stakeholders, to set the system parameters and to produce a consistent amount of documentation to certify the reliability of the measurements.

A big role was played by the software installed in the flow computer: the thinking brain of the whole system, with algorithms and equations adhering to API MPMS and AGA rules, and able to provide a daily ticket of the produced fluids.

Furthermore, special attention was given to the Operation and Maintenance. Specifically, a constant evaluation and update in terms of values and parameters is required in the software in order to strictly follow the behavior of the producing well in the platform, the 30 km sealine and, consequently, the separator.
