Abstract

The Integrated Environmental Authorization (called in Italy as "Autorizzazione Integrata Ambientale-A.I.A.") is the provision that authorizes the operation of an "installation"; subject to certain conditions, which must ensure compliance with the requirements of Part II of the Italian decree of 3 April 2006, n.152 (implementation of Directive 2010/75/EU on industrial emissions, best known as Directive on "IPPC" - Integrated Pollution Prevention and Control).

In particular, AIA Application must contain as the Environmental informations:

  1. the description of Installation" (the type and scale);

  2. the raw and auxiliary materials, other substances and the energy used in or generated by the installation";

  3. the technology used and other techniques used to preventing or reducing emissions or to reduce emissions by the installation into each environmental sector" (extract from art.29-ter of Decree n.152/2006).

The A.I.A. should govern the prevention and reduction of pollution compared to the activity carried on; the A.I.A. would seem therefore necessarily accompanied by a phase that is already execution (of an installation) or at least "FEED" - Front End Engineering Design.

This paper examines the application of the A.I.A. in a feasibility stage of project (just over step of Conceptual design/Implant layout design) and not even in FEED or in detailed engineering/design, taking as a case study the project named "Ombrina Mare " (offshore site in Adriatic Sea for which Medoilgas Italia SpA, now Rockhopper Italia SpA, requested production concession for hydrocarbons production).
