This paper describes the procedure employed by the Maritime Administration to activate two Victory ships from the National Defense Reserve Fleet (NDRF). It also describes the reactivation schedule, work sequences, cost distribution, manpower allocation, material requirements, and lessons learned that would be beneficial for future activations of steam turbine driven dry cargo ships.
