The sustainable development of the ocean and coastal zone has always been one of the research hotspots. The coordinated development of the urban land and sea areas in the coastal zone is an important way to achieve the sustainable development of the marine and coastal zone. The development and utilization activities of offshore engineering are most concentrated in the coastal zone, involving the interaction and interaction between the marine resources and the land resources and the environment. This study established the marine system and the land system model. It also carried out numerical analysis on the social, economic, resource, environmental and other subsystems of the coastal zone area, so as to clarify the coupling relationship between various elements and systems, and focuses on offshore engineering, marine renewable energy, marine pollution control, marine environmental protection, marine economic development, etc. Through the coupling and coordination evaluation of various systems in Huizhou, it evaluated the overall development of land and sea in Huizhou, explored new ways to develop Huizhou's marine and coastal zone.


As a country with both land and sea, how to reasonably balance the resource allocation and coordinated development between land and sea was an important issue that cannot be ignored in the process of economic, social and political development. With the development of human activities, people had gradually realized that it was not enough to focus on land and land, and the sea had become an important part of the national economy in coastal areas. At the same time, the discharge of industrial wastewater and domestic sewage on land had led to serious water pollution and sharp reduction of biological resources, and the continuous deterioration of the marine ecological environment had also affected the development of land industries. In addition, the rough economic development model, the insufficient coordinated development of land and sea industries, and the significant disharmony in the management system and responsibility distribution between various departments involved in the sea, therefore, the problems arising in the development of society, environment and policy between land and sea should be solved, To realize the coordinated and sustainable development of the coastal zone system has become a top priority. In recent years, a series of studies had been carried out at home and abroad on the integrated, coupled and coordinated development of land and sea, Yang et al. (2014) and Li et al. (2017) respectively constructed an evaluation index system from four dimensions, calculated the land-sea coupling and coordinated dispatch, and conducted a quantitative evaluation of the land-sea coordination degree in the Bohai Rim and Guangxi coastal areas, confirming the actual benefits that the coordinated development of the sea and land can bring. Han et al. (2017) established an indicator system including four dimensions of economy, society, ecology and environment, used GML index to calculate the overall development level of land and sea in the coastal zone and analyzed regional differences. Of course, relevant research on land and sea coordination based on ecological environment, spatial planning and other fields is also gradually expanding. Xue et al. (2015) carried out in-depth theoretical analysis on the integrated development strategy of land and sea from the perspective of marine ecology, and put forward the development idea of solving the problems of land and sea as a whole. Wang et al. (2017) took regional planning and land and sea integration as the starting point, integrated urban planning methods into the sea area use planning, and explored a new set of land and sea space planning methods, which provided referential value for China's land and sea space planning.
