Implementing an effective process safety management program on a chemical weapons demilitarization facility is challenging. Accomplishing the mission and maintaining effective risk reduction requires a strong commitment to safety, a well-written program, a dedicated and competent team, and proven processes.
This paper provides an overview of the Blue Grass Chemical Agent Destruction Pilot Plant (BCGAPP) System Safety Program, as it is applied to an in-depth review of one of the first-of-a-kind, (FOAK) pieces of equipment. The selection, design, fabrication, and testing of the energetics batch hydrolizer (EBH) started in 2008 and completed in 2010.
