OHS Systems Accreditation in Australia

JAS-ANZ is an international organisation established in 1991 by a formal agreement between the Governments of Australia and New Zealand. JAZ-ANZ operates on a self-funding non-profit basis and is controlled by a Government Board appointed by the relevant Governments.

The principal role of JAS-ANZ is to be the joint accreditation body for organisations that certify management systems; products and personnel comply with prescribed standards.

Organisations have to satisfy JAS-ANZ that they are impartial and technically competent before they are accredited. An accreditation certification body for example cannot be a consultant as well as an auditor body.

A management Systems Certification Body, once credited by JAS-ANZ, proceeds to certify management systems as complying with the relevant standard.

A certification standard is the standard recognised and adopted by the accreditation agency (JAS-ANZ). This is normally a standard produced by Standards Australia, Standards New Zealand or other body such as the International Standard Organisation (ISO).

In 1997, JAS-ANZ gave accreditation to the Victorian Workcover Authority auditing tool called "SafetyMap".

In March 2001 AS 4801 received accreditation from JAZ-ANZ as an OHS Management System.

SafetyMap Audit Tool

SafetyMap was an audit tool developed by the WorkCover Authority in 1994. It is an audit tool designed to assist organisations improving their management of health and safety and it is not an OHS Management System.

SafetyMap can be used in large or small industries and because of its flexibility "do it yourself approach" it can be modified to suit the needs of any organisation. The program consists of three levels of achievement so those organisations can plan their own rate of progress.

The SafetyMap audit criteria do not refer to any specific OHS legislation and can be used in jurisdictions throughout Australia and internationally, where difference legislative requirements may apply.

In 1997 SafetyMap was accepted by JAS-ANZ as an accredited systems standard in Australia.

SafetyMap Certification is available in three levels of system performance:

Initial Level Achievement, requires an organisation to satisfy the requirements of 58 of 139 SafetyMap audit criteria. These criteria represent the building blocks for an effective, integrated health and safety management system that is also capable of meeting legislative requirements.
